Foundations was a tribute to the Building Trades and the men and women who have built Portland. Often the labor and the materials are hidden and unrecognized. The Rose Festival in 1990 paid tribute.

Carpenters, ironworkers, plumbers, roofers, masons and bricklayers gathered at 10:00 am on May 29, 1990 to sign the wall and complete the 14' tall and 10' long sculpture in Pioneer Courthouse Square.
